Contract Update:
In light of recent discussions between the MassDEP, the Springfield MRF Advisory Board and Waste Management Recycle America, the following contract changes have been agreed upon.
1. Additional language regarding municipal appropriation of funds
2. Dual Stream Communities have received an extension to sign agreements. The new deadline date is Friday, February 28th.
A new contract will be posted on the Mass DEP website shortly. Please visit https://www.mass.gov/how-to/western-massachusetts-regional-recycling-program for an updated version of the contract reflecting the appropriation of funds and the signature deadline. (A copy will also be emailed once available.)
FY21 Contract Information:
On October 15th MassDEP officials released the name of the vendor and the recycling processing fees associated with the new multi-year recycling processing contract. The vendor is Waste Management Recycle America (WMRA). WMRA is the current vendor, too. This new contract begins on July 1, 2020 and is open to all western Massachusetts communities whether they collect dual stream or single stream recyclables. Municipalities are invited to approve and sign either a dual-stream recycling contract or a single stream recycling contract between the municipality, MassDEP, and WMRA. The deadline for submitting a signed contract is January 31, 2020. After this date, the contract pricing and terms will not be available until the end of the initial contract term.
In the coming weeks, the MRF Advisory Board, in conjunction with MassDEP, will be providing additional information to municipalities. We will also host presentations in the region. Each municipality has a representative on the MRF Advisory Board. Municipalities should contact their representative with questions.
MRF Contract Information Sessions
The Springfield MRF Advisory Board (MAB) will be hosting three MRF Contract Information Sessions regarding the recently announced contract changes for Single Stream and Dual Stream communities delivering to the Springfield MRF or Automated Materials Handling.
During each session, the MAB and MassDEP will review components of the new contract and open the discussion for Q&A.
